By starting the operating system in safe mode, you may be able to resolve the problem or isolate its cause when Windows 11 behaves strangely. Safe mode is a mode for diagnosing Windows 11, and it starts with only the minimum functions enabled. However, since I rarely use it, it is often the case that I do not know how to boot into safe mode in case of an emergency. So, here is how to boot Windows 11 in safe mode.
1st Step: Click the "Start" and then select "Setting".

2nd Step: It will pop out the Setting, Click "Update & Security".

3rd: Select "Recovery", on Advance Startup, then Click "Restart Now".

Another way to put you on "Safe Mode." After clicking the Start button, click the Power button. Hold down the "Shift" key and click "Restart" when the menu appears. If you are unable to open the Start menu, press Ctrl+Alt+Del, then hold Shift and click Restart.

When you restart, the "Choose an option" screen opens, so click "Troubleshoot" → "Advanced options" → "Startup settings".

When the Choose an option screen opens, usually click "4". If you want to use the network function, select "5", and if you want to use the command prompt, select "6".

You may use "5" when solving network problems, but security functions are lower than usual, so do not browse unfamiliar websites or check emails.

Select the option to boot into safe mode. The background is black, and it is OK if safe mode is displayed in the lower right. If the problem persists, check for possible hardware issues. If the problem doesn't occur in safe mode, it could be caused by recently installed apps or Windows updates you applied.
If you want to start in normal mode, just restart Windows 11 in the usual way.

It will pop out this "System Configuration". Just Select and Check "Safe boot". Please "OK" Button.
